All 487 claims for the 61 sites were entered, submitted, and certified through Partners In Nutrition's sponsor account — under Kara Lomen's login. Each carries the Sponsoring Authority Certification in which the sponsor — not TTA, not Mr. Ibrahim — takes "full responsibility for ensuring that this claim accurately represents the number of meals served" and that "records are available to support this claim." No claim in this discovery was submitted by anyone other than the sponsor.

Who is logged in

The header of every record — CACFP and SFSP alike — reads "Kara Lomen · Sponsor: 2000010186 · Partners in Nutrition." The claim is created and submitted from the sponsor's account, the role only a sponsor holds. TTA was never an approved sponsor and had no CLiCS sponsor login.

The Sponsoring Authority Certification

Each claim carries the sponsor's signed attestation:

"I hereby take full responsibility for ensuring that this claim accurately represents the number of meals/milks served by reimbursement category, that records are available to support this claim… I understand that … deliberate misrepresentation may subject me to prosecution under applicable state and federal criminal statutes."

Why it matters: the responsibility for accuracy and supporting records sits with the Sponsoring Authority (PIN), by the State's own form.

Original vs. Adjustment

429 records are Original claims; 58 are Adjustments — claims PIN went back and revised. Adjustments (amber, filterable) show the sponsor actively managing and re-running claims after the fact.
